June 1st, 2015 – A New Certification

Dr. Delgado is now certified as a medical examiner on the National Registry of Certified Medical Examiners. This means she is authorized to provide medical examinations to commercial motor vehicle (CMV) drivers in accordance with the regulations of the Federal Motor Carrier Safety Administration.

April 1st, 2015 – We’ve Upgraded!

We updated our computers and changed our electronic medical record software (EMR) to Epic to provide our patients with better care, communication, and convenience. We are participating in a program for independent clinics like ours hosted locally by the Legacy Health System. Epic is designed to connect you and your doctors to your healthcare record to facilitate continuity of care and avoid duplication of services.  In addition, this change allows us to connect with you through MyHealth patient portal.  You will be able to easily and reliably access your healthcare information through MyHealth, schedule visits, and communicate with us via secure email.

Family Medicine

Dr. Robert Barlow is a board certified family physician, serving Cedar Mill from this location since 1993. He graduated from the University of New Mexico Medical School and was chief resident in Family Medicine at Conemaugh Valley Memorial Hospital through the University of Pennsylvania School of Medicine.

Dr. Barlow is a proponent of healthy lives and lifestyles and loves caring for patients, highly values the relationships formed with them over the years. For over twenty years he has seen children, their parents, and grandparents here in Cedar Mill.  He and his wife have raised four children in the Cedar Mill area. He enjoys hiking, photography, classic cars, spending time with his family, and exploring the beautiful state of Oregon.

Internal Medicine

Dr. Delgado was born and raised in the Portland area and is thrilled to be joining Cornell Family Medicine in her hometown. Her favorite part of medicine is the unique opportunity to make a personal connection over time with her patients, sharing in their life stories, and working together as a team to create and restore health. Dr. Delgado has always felt caring for patients is a profound privilege.

After receiving her medical degree from the University of Chicago in 2005, she completed her residency at Virginia Mason Medical Center in Seattle, Washington.  Dr. Delgado is board certified in Internal Medicine.

Dr. Delgado is married and has three children.  In her free time, she is undoubtedly chasing after her kids, walking in Forest Park, drinking loose leaf tea, or on a spontaneous family adventure.

Patient Portal

MyHealth offers patients personalized and secure on-line access to portions of their medical records. It enables you to securely use the Internet to help manage and receive information about your health. With MyHealth, you can use the Internet to:

  • Request medical appointments.
  • View your health summary from the MyHealth electronic health record.
  • View test results.
  • Request prescription renewals.
  • Access trusted health information resources.
  • Communicate electronically and securely with your medical care team.

Patients will be issued a MyHealth access code during their clinic visit. This code will enable you to log in and create your own user ID and password. If you were not issued an access code, you may ask to sign up during you next office visit.

Note: If you’ve been seen by a Legacy affiliated clinic or hospital, you have the option of signing up online.  Secure messaging will unlock once you have been seen at our clinic.

For your convenience, a mobile application called MyChart is available for your iOS or Android devices. You can easily access your electronic medical record from Legacy, Providence, OHSU, Portland Clinic, and several others.

Note: We do not use social security as an identifier. Instead, we input nine zeros. When you first sign up for the portal, you will be asked to input the last four of your social security. Input “0000”.

Call your pharmacy. If you change pharmacies or need a change in your medication, you can contact us through the portal or call us.
You can view your lab results on the portal or give us a call.
We strive to return calls and reply to messages on the portal within 24 hours. If you have an urgent need, please let us know this when you call or message us and we will get back to you as soon as possible. If you need assistance when we are closed, the on call physician’s contact information will be on the CFM voice mail. If your issue can wait until our next business day, you can use the portal anytime.
The Health Insurance Portability and Accountability act is a federal law to protect your privacy by carefully spelling out how medical providers can use and share your health information. With the rapid development of electronic medical records and internet technology, this law has become even more important and provides guidance for securing your information.
Your records will be securely stored for you to access as you need to in the future.
CFM staff will be assisting you with this during your clinic appointments. If you already have MyHealth from any medical facility associated with Legacy, you will automatically have a link to CFM now if your PCP is listed as either Dr. Barlow or Dr. Delgado.
Not yet. Legacy does not yet have this feature functioning for hosted clinics but they are working on it!
We accept most insurance plans. Since individual coverage varies, it is best to contact your insurance company directly to verify that our clinic is a participating provider with your insurance plan prior to your appointment.
